Introduction: Amidst the rapid demographic transition in Iran, the elderly disabled veteran population is growing steadily, while the physical obsolescence and deterioration of existing sports infrastructure have led to a significant decline in their physical participation. This demographic requires specialized interventions to ensure active aging and quality of life. Therefore, the present study was conducted with the primary objective of exploring fundamental components and designing a comprehensive sports development model for elderly veterans within the Foundation of Martyrs and Veterans Affairs.
Methodology: This qualitative research employed Glaser’s directed content analysis as its core strategy. Primary data were gathered through in-depth, semi-structured interviews with 12 purposively selected experts in sports management and veteran policy-making until theoretical saturation was reached. The data analysis followed a rigorous three-stage process involving open, axial, and selective coding, facilitated by MAXQDA 2020 software. To ensure the reliability and trustworthiness of the findings, the inter-coder agreement method was applied, yielding a stable and high coefficient of 0.80.
Findings: The systematic analysis identified 51 distinct concepts further organized into 11 major themes. Through a prioritization logic based on code frequency and repetition coefficients in expert statements, "Club Infrastructure Development" and "Event and Festival Management" emerged as the most vital drivers for development. Other significant categories identified include mental health support, administrative administrative structures, logistics and spatial accessibility, social networks, financial sponsorship, and sports economics. These themes collectively form a prioritized hierarchy for administrative intervention.
Conclusion: The resulting multi-level model underscores three critical pillars: specialized infrastructural planning, logistical facilitation, and the sustainability of financial resources. The findings reveal that to bypass the current stagnation, governing institutions must undergo a strategic paradigm shift, moving from general service-oriented models toward specialized, location-based approaches focused on the physical environment's reconstruction.
