The aim of this study is to identify the key indicators influencing the achievement of sustainable development in developing countries, with a case study of the Thermal Power Generation Holding Company. The statistical population consists of 15 experts from the company. Data were collected using a questionnaire, and the ANP analysis technique was employed to achieve the research objective. Findings indicate that the adoption of renewable energy sources, policy alignment, institutional and political barriers, the importance of social acceptance and awareness, participation in international partnerships, adoption of technological advancements, economic constraints, and lack of technological infrastructure rank first to eighth, respectively. The results reveal that policy alignment has the greatest impact, while economic constraints are highly influential in terms of susceptibility. Institutional and political barriers show the highest level of interaction with other studied criteria. In this model, the adoption of technological advancements, renewable energy sources, participation in international partnerships, and policy alignment act as causal variables, while economic constraints, lack of technological infrastructure, institutional and political barriers, and the importance of social acceptance and awareness are consequential..
