Analysis of the effectiveness of comprehensive plans to provide urban green spaces (Case study: Maragheh master plan)

Abstract
The preparation of comprehensive plans in the urban system of Iran has a history of more than half a century In practice plans face many weaknesses.One of the most important drawbacks of projects is the unattainability of the intended goals for service uses in cities.This use plays an important role in preserving the city's environment, providing space for leisure and livelihoods of citizens. Despite the importance of green spaces in cities the preparation of comprehensive plans of some quality criteria affecting the desirability of parks including access, neighborhood is not considered. This study evaluates the effectiveness of the comprehensive plan of Maragheh in relation to providing parks and urban green spaces.The nature of descriptive-analytical research and its purpose is practical.In this regard, the most important criteria for locating green spaces were extracted and weighted by AHP method.The results show that Maragheh master plan in the field of location and proper distribution of green spaces in area is inefficient and unfair 93 hectares equivalent to 52% of the proposed spaces for green spaces, are in inappropriate and very unsuitable positions and 87 hectares,equivalent to 48% of the proposed spaces are in a suitable and average position. Also a study of the distribution of proposed green spaces of the comprehensive plan by seven districts shows that 156.5 hectares, equivalent to 87% of the total proposed parks, is allocated to three districts,4, 5, 6 and 13% to two districts 1 and 7 and for districts 2 and 3 There is no green space.
