Abstract
The aim of this research is to develop a comprehensive framework for the smartening of rural settlements with a systematic review approach. The current research is fundamental in terms of its purpose, and with the approach of systematically reviewing the literature related to the components of rural smartness and smart settlements between the years 2000 and 2023, using 3 specific keywords and a clear and pre-designed strategy, from 5 databases. , it was gathered. After screening and qualitative assessment, the final analysis was done on 59 articles. By analyzing the articles, 5 processes and 55 components were identified for the formulation of the theoretical framework for the smartening of rural settlements. The study shows that developing a theoretical framework for the implementation of the smart model requires creating a link between different economic and social sectors and interacting with urban areas, in other words, a smart village originates from a smart city. On the other hand, the evaluations carried out in the field of intelligentization studies showed that this process requires the availability of appropriate infrastructures and the synergy of organizations in the field of creating conditions to strengthen infrastructures. On the other hand, intelligentization is not only focused on technological and economic issues, but social and cultural issues It also has a significant place, on the other hand, intelligentization can be considered in all dimensions. In fact, the view of intelligentization is focused on the sustainability of existing resources and the maximum benefit of potential capacities. In fact, it can be said that the evaluations require the classification of studies and the extraction of successful components and strategies of intelligentization in leading and developing countries so that successful models can be implemented in the scope of studies based on that.
