Evaluation of the Challenges and Opportunities for the Strategic Development of Khorramabad City Based on a Resource-Based Approach

Abstract
Today, cities are considered centers of political decision-making, scientific, economic, and financial activities, and most importantly, the formation, continuation, and transformation of cultures. As such, it is no longer feasible to manage and guide urban affairs and development through short-term, static, and deterministic plans. Urban planning must shift towards flexible, forward-looking approaches like strategic planning. This study aims to explain the strategic urban planning of Khorramabad using strategic planning concepts. The research is applied in nature and employs a descriptive-analytical methodology. Data collection was conducted through documentary and field methods (questionnaires), focusing on extracting the theoretical concepts and strategic advantages for the development of Khorramabad. The statistical population consists of 12 urban specialists, and their opinions were analyzed using the single-stage fuzzy Delphi expert technique and the Meta-SWOT strategic planning method. The results indicated that 12 strategic advantages and 12 external factors (obstacles and threats) must be considered in any urban development plan for Khorramabad.
