Identifying the influencing factors on health tourism development policy-making and planning (case study: Tabriz metropolis)

Abstract
Health tourism is one of the important types of tourism which has developed significantly in recent years and has attracted a large number of tourists. In this regard, it is essential to provide the foundations for the development of health tourism through appropriate policies and strategic planning, and the present study was written with this aim in the Tabriz metropolis. The research method in the present study is mixed (a combination of quantitative-qualitative methods) with an applied purpose and an analytical and exploratory nature, which in order to analyze the information, have been used the partial least squares model in Smart-pls software and the numerical mean test. Also, the statistical population of the study included academic elites and urban managers involved in the field of urban tourism, which due to the uncertainty of the number of the statistical population, 100 people were determined as the sample size using Cohen's formula at a confidence level of 95%. The research findings show that the most important components affecting the planning of health tourism development in Tabriz metropolis are related to the variables of information technology management implementation in organizations in charge of tourism affairs, the existence of coordination between key and fundamental decision-making centers, the use of individuals with knowledge competence in responsible organizations, and the existence of a supra-organizational leadership center to organize the dispersion of tourism affairs management, which the coefficients extracted from the structural model for them are 0.845, 0.822, 0.814, and 0.791, respectively. Also, in the field of policy-making, it is essential to emphasize reviewing diplomatic relations and reducing the ongoing economic and political sanctions, promoting the role and status of tourism in developing foreign relations with other countries, and creating appropriate policies to reduce the incitement of anti-Iranian movements in the region.
